I currently am designing a web site using cutesite builder 4.0. I would like
to try the Office Publisher 2003 because it seems to have more design
capabilties. My question is can I import or convert the .tlx cutesite file to
open in Publiser 2003?

Publisher 2003 can open HTML files, not .tlx files. And there will be some
formatting loss as well. If you are going to make the jump to a more feature
filled web application, I recommend jumping straight to FrontPage 2003.
