I am trying to publish to a new web site but get:
"Publisher could not save the file to the web. Check your URL or connection
and try again."
It only says this after:
a) It allows me to create the folder I want to save it to on the site.
b) Says "Publishing to ...."
c) Then lists the main file (index.htm) in the file transfer dlg.

But I know my connection is good b/c, on the same computer with same cable
modem connection, I can both FTP the files to the site and use FrontPage to
access the site.

Is there something I might have config'd wrongly in Publisher?

Assuming the sub-folder option is on it could be that the server is not
allowing Pub to write the sub-folder. Try the publish with the sub-folder
option off. Another possibility is that the server isn't allowing Publisher
to write the XML files on the server that Publisher uses.
From the info you provided it sounds like a permissions issue. Write
permissions on the server.
So try the the first suggestion and contact your host support about getting
write permissions modified on the server.
