Author Problems with Email Form in Publisher 2003

Hello,

I decided to create an Email Form in my website which I design with Publisher 2003. I Copy – Paste necessary HTML code in to “Insert HTML Code Fragment” window, made email address changes, published, but it does not work. (I have added that Code to
the letter below) Why is it not working? Have I made something wrong?
Is Publisher 2003 able to produce Email Forms with Fragment function?
