I want my site to look the same on all resolutions, how
can I do this?

That is accomplished by using percentage widths rather than fixed value
widths. Publisher only writes fixed values so you can't accomplish it within
Publisher.

If you wanted to edit Publisher's code you could, I don't recommend the
practice however.
