Author problem with html tagging and forms

If I try to create a form or insert an html tag on any part of my web page that is not completely blank, I get an error when I 'save as web page' saying that the page contains objects that overlap the form control (or html tag).

Help! Is the only way to use these features to insert them on a blank background? I can't even put them inside a text box.

Please help!

That is correct, those are objects that cannot be layered with other
objects.
