Author How to let client upload a file via my web site?

I have googled this but since my query contains "upload" and "file" I
get a bunch of responses about how to upload the FrontPage files to
the server.

Please point me to a link to an article or tutorial that would help me
understand how to let the reader of my web page send me a file. Since
my provider restricts the uploading of files I guess it would somehow
have to use the reader's email.

Is there any way to do this?

They would have to send you an attachment in the email to you.

You would have to create a email hyperlink and then tell your users to attach a file via their email
application, since your web host doesn't allow files to be uploaded by site visitors.
