I am unable to get a background image to show up in my frontpage. I
use the html code to insert a background image/background color and it
still doesn't work :(

It's there when I just checked the page.
Try clearing your temporary internet and history files and then check again.
Or open the page and click Ctrl + F5

I'm sorry, I should have said that I'm making a new webpage. The one I
already have is fine, but the new one I am making and have not
published in frontpage won't let me put a background in where there is
a place for the background {image.gif}

Click Tools > Page Options. then click the Authoring Tab and set the Browsers drop downs
to Custom.
