Hello,
Is it possible to programmatically change a dwt that is attached to a page
so that I could have a different appearance to the whole site based on the
currently logged on user's choice of template?

You do not have to change the DWT programmatically.
Use external CSS files to define the layout and colouring of the pages,
and use JavaScript and/or server side scripting to switch between the
CSS files depending on the users choice of template.
