Unable to set custom font sizes in tables, hyperlinks, cells

I cannot reduce font sizes to 8 or 10 in tables, hyperlinks.and cells. No
matter what I set font size to in normal view, the preview and published page
always defaults to size 12. I have tried to use the Format>Font command in
table properties and cell properties but that did not work. I tried to change
the size using the font drop down menus in the toolbar and that did not work.
I went into Styles and tried to set the fonts with user defined html tags for
hyperlinks and for tables and that did not work. I don't know what else to
do. Any help is greatly appreciated.

In IE check your View Text font size
