Author Page Border. How to add?

I am building a site in FP2003. How do I add a page border to a page so I
can color it? I have already created the 5-page site and noticed that some
pages have borders and some don't. I do not know how that happened and I
cannot find anything in help to say how to add a page border.

Give the whole page the 'border' color and put a table into the center of it
for your content that has a different color.
