Can i create a hyperlink from a scan?

A hyperlink is a reference to a resource (usually a file) on the server.
When the hyperlink is clicked, the browser requests the resource by the URL
of the hyperlink. You can link to any type of file.

If you are referring to a scanned image, YES.
