| Have you opened your Site?? (File > Open > Site).
Nothing (or not much at any rate) works without opening a site to work on.

| Tools->Page Options - Authoring tab
Set Schema to Internet Explorer 5
Set Browsers to Internet Explorer Only or to Custom
Note the Group Box will function in all browsers except Netscape 4xx, which
ignores it.
