I am looking for a way to use drop-down menus as linkbars
that are not in a form. I am interested in using them as
a menu for a rather detailed website, rather that using
menu buttons.

The drop-down menu is a HTML form element and must be enclosed in form tags to work correctly for
all users.

Have you considered DHTML menus?
