Transfer to new web host

| Hello, Thank you for your time and attention.
I'm using Frontpage 2002. I want to move my site to a different web host. My problem: I'm not sure how to do it. I understand and know how to change my DNS servers, but will I be able to upload my site from my computer once they are pointing to my new web
host? I am worried that I will lose the site.
If I open frontpage, bring the site up on my screen, will I be able to publish to the new web server?
In other words, when I move my DNS servers, my website will come down. Will I still have the website on my computer when I open Frontpage and will I be able to publish to the new server?
As you can see, I don't really understand what "backup" means in terms of protecting a website.

| If you have an entire copy of your website on your local machine, when the DNS change takes effect
all you have to do is open the local copy in FrontPage, select File > Publish Web, make sure you
select All pages
or Entire web, enter the new user name and password and click Publish.

What you need to do is when you open Front page, click File/Open Site and
select your www.yourdomain.com to open (of course yourdomain is your web
site name).
This is called Working Live, i.e. you are working on your site on the
server.
If you click publish, then Front Page will publish your site to your local
computer. (create a file on your local hard drive, and select this file in
the dialogue box that comes up).
You can see the publish details and notice that the local site is the http
site, and the remote site is your local hard drive.
You should do this often, and keep several copies of your site, so even if
you screw up through expirmentaion, you can go back to an earlier version.
I make back up files named with the dates the back up was made on, so I know
exactlly which is which.
Then, like the previous post said, once your new site is up, you can publish
to it from one of your backups.
