Author sharing include page to different web folder

I have 3 different WEB folders(converted to web) that
used include pages. I would like to create include page
on the root level so that it can be shared by all 3
sites, so that i do not need to create 3 seperate include
pages for each web folders. This would make maintenance
much easier. Does anyone know how to accomplish this??

Not possible. The FP Include Page Component, Shared Borders and Navigation components are limited to
the web / subweb/site they are created in.

Can't do it that way. Think of each subweb as a seperate website.
