I,m trying to replace my old sit with a completely new
one, however, when i published the new site, the old site
is still up, i can pull up old site pages by the address,
although they don't show up on the new published site. I
then tried to publish an empty web, yet nothing changes.
How would I clear the server and start all over, thanks
for any help you could give

in FrontPage without a web open:
file/ open web, type in the 'online' web address in the bottom of the open
web dialog box (http://example.com/)
you'll get prompted for a UN/PW, give it.

now when your web opens get into folders view set your cursor in the
contents pane and control-A to select everything, then hit the delete
button. this will kill everything online.

file/ close web

file/ open web and browse to your local web you want to be up on the server.
for good measure hit tools/ recalculate hyperlinks.

file/ publish web and publish it up to your server.

you should be all fixed. ;-)

That approach will not delete hidden folders, and the _private and images folder should never be
delete, just emptied.
