I want to send a page to a new Explorer window
using "Target Frame" in the hyperlink properties. Does
anybody know how to control the properties of the new
Explorer window? i.e. I want it to be a specific size and
I do not want the main menu controls, status bar and tool
bar to show up in this second explorer window.

Not possible, you have to use JavaScript if you want to control the window.
