Author Table consistency

I'd like to use the same table for each page in the site, that is with the
same cell sizes to use as a general page template.

I set up a table and check "set as default for new tables"

I go to a new (empty page) and Tables>Insert>Table and I get a table with
different cell sizes.

The # columns and rows are the same 2 each, in this case) but the cell
borders are not positioned as I'd like them to be.

Clearly the "set as default..." doesn't do what I thought it would do.

So...how do I get this to work?

Save the page as a tempate and then bring it in and save as for each page?
or is there an easier way?

I always use Save As to create additional pages.
