Problem with FrontPage 3000 - Website bypassing Frame

| I am trying to put the following website in a FrontPage 3000 frame:
http://www.circle10.org/camping/wisdom.cfm
But when the site comes up, it bypasses the frame. When I close the
site, I need to start from the initial URL all over again.
Is there a way to make it so this and other websites do not close your
website frame?

Your site is not using Frames that I can see
- starting at http://www.circle10.org/index.cfm
PS
There is not FP3000 yet, latest is FP2003
