Author diferent frame rate

Hi everybody
I have the following problem:
I was surprised to find, that my flash movies have different frame rate if I
play them in Flash Player 9 in both IE and Firefox and if I start them using
Test Movie command (Ctrl+Enter) of Flash.
The frame rate is set on 30 fps. They are exactly 30 when I test movie in
Flash 8. They are still 30 fps if I publish the movie and then double click on
the swf file (Flash Player 9 start in this case).
When I use web browser (I tested IE and Firefox, both with Flash Player 9) the
speed is about 30% slower. I find it just because my project include
chronometer and measurement of the time of some animations (it?s an e-learning
project and includes virtual laboratory). I adjust the duration of the
animation by using different duration of the motion tween in frames.
I can of course adjust the frame rate, but it is not the true decision.
No bitmaps are used in the movies - they are no larger than 60 ? 70 KB. No
more than 5-6% is CPU usage when any of these movies plays. I use Flash 8.
