Most Adobe products you can drag the dotted guides from your top left corner to
your document to set "Zero point" on rulers, both vertically and horizontally.

Somehow my horizontal "zero point is off" trying to reset and can't do it. Any
simple suggestions?

Are you asking about a specific Flash product? Is this Flash? What do you mean by "zero point"? That
isn't Flash terminology.

Zero point in flash are set to the coordinates of the movie clip on the main
it's set to the upper left corner as 0/0 in a movie clip it's set for the
center 0/0 as far as I know there is now way to reset the zero points on the
rulers.

there has never been a need to - the upper left corner is always 0/0.
