Flash Site Design - Is the design breaking on a pc?

Is the design breaking on a pc?

I am wondering if this design is breaking on a pc. It is breaking on IE
on mac and I can't figure out why. I don't have a pc.

The most right column starting with "Information Links" is what I am
wondering about. "Information Links" should be on the right at about the
same level as the "Welcome..." line in the middle column.

Any feedback would be greatly appreciated!
