can someone please tell me how the the drop down menu in this interface was created?

Hello. I was wondering if somebody could show me step-by-step how the drop
down menu in this interface was created. Someone sent me this link to their
version of an interface I'm working on to show me what to do, but I couldn't
figure it out and they haven't replied to my e-mails. I am getting very
frustrated and ticked off! I have been all around the net and all I get is
confusion with this thing! Please help! Here is the link:
