Author fading images

how do I fade one .jpg image to another .jpg image? I tried setting the alpha
to 100% on frame 1 and 0% on frame 20 and added the tweening but that don't
seem to work. I will need to use a "mask" to achieve, or am I missing something?

Convert the bitmap to a graphic or a movieclip first before you add
the keyframes and the tween.
