no 'save target as' option on mp3 file using 'href=' in

In my site I have a few mp3 files available for download, the links to download
them from are text links from an external html .txt file. the way I have
written it is:

<a href="http://www.website.com/sounds/Track.mp3" TARGET="_blank">TRACK :::
Mp3</a>

It works fine if you want to stream it, but I want the user to be able to
right click on the link and choose save target as, but that is not visible in
the right click menu, is there any way I can get this to work?

I am on a mac, and I have tried, Safari and Firefox
