Author flowing water effect

I'm needing to create an effect of flowing water, as if you were looking down
on a gently flowing stream.

Does anyone know of a good tutorial or some other way to create this? It
needs to be as realistic as possible.

Realistic would be a video loop, like these for sale ones ($79)

(This is the most irritating interface I ever used.. trying to get
around to look at anything is a real pain in the arse)

Less realistic but much small file size is a seamless frame-by-frame
animation done in a photo editor like Photoshop. (similar to a cloud
animation loop)
