Flash Site Design - Arrange Options are grayed out ... why ?

Arrange Options are grayed out ... why ?

I?m trying to arrange some stuff on one layer, but the arrange options under
Modify>Arrange remain grayed out ... this also is the case when I select the
whole layer ... so what is arranging good for when not for objects or layers ?

this does not apply to layers - you simply drag the actual layer up or down in the timeline.
