Author Photoshop or Illustrator for layouts

I would like to build a website in flash. Previously i've build a site in
dreamweaver using Photoshop for the layouts. Since Flash is vector based, would
illustrator be a more suitable program for background layouts?

I would just do the layout directly in flash

It depends on what you're more comfortable using.

For me, I layout everything (photos, vectors) into Illustator and export the
vector from Illustartor as swf files. Any bitmaps, I'll save as pngs or gifs or
jpegs, and import those separately into Flash. Then I put everything back
together in Flash.

This makes it easier to deconstruct eveything in Flash into movie clips, shape
tweens, buttons, whatever.

Just my 2 cents too :

I often use a vector program to map things out, and then import the vectors
into PhotoShop if they need to be rastor images and have some filters
applied to make them look more photorealistic. If not, then I import the
vectors right into Flash and go from there. Both ways work, but remember
rastor image = larger file sizes. It seems to me that most people find
Flashes rudimentary drawing tools a bit lacking when you need more detail,
but there are those who have practiced enough and developed their skills to
the point they can do just about anything with Flash drawing tools. So it
depends on your needs, you abilities and what you are comfortable with.
