If I embed two separate swiffs on one page, be it PHP or HTML, is it possible
for the buttons in one of the swiffs to control the timeline of the other swiff?

What about if the navigation structure is in a PHP file, included from another
PHP file, and the content which also contains a flash document is in a
different include file?

Index.php includes the file navigation.php and content.php. navigation.php
contains a swiff, and content.php contains a swiff. The swiff in the
navigation page controls the actions of the swiff in the content page.
Possible?

Yes, it's possible, via the LocalConnection class/methods.

There might be more about ti in the ActionScript forum -- try doing a search for LocalConnection
