I want Scene A: 12fps
Scene B: 24fps
Scene C: 12fps

All Scenes in movie have to be the same frame rate... only thing I can
suggest is to set it all at 24 and then add frames to your scenes that you
want at 12 fps... double the amount of frames in those scenes...

You cannot ... except by using setInterval to simulate faster playback in the second scene or by simply making the timelines for
tweens shorter on the second scene.

use a hub
don't use scenes, you cannot do this with scenes as fps applies to an entire
file.

make small movies
use script to load them into a place holder in your hub
