I have a client that wants me to design a home improvement web site for his
business and has a lot of pics to show his work. What's the best thumbnail
program out there to illustrate before and after pictures side by side?

Are you asking what software makes the best thumbnails (or makes them
the quickest)? If so, that's likely a matter of opinion. I like Photoshop,
which has a handy batch feature ... just point the app to a given folder and
stand back.

If you mean something else, we may need a bit more detail. Are you
asking how to best display thumbnails and enlargements in Flash?

I (used) to webmaster an online store where we had dozens and dozens of photos
going on - in the end I wrote a program using the GD library to resize a
directory of Jpegs, in much the same way as photoshop, however my programs
allows you to set the output size of the image, JPEG compression and sharpness;
in addition it can add text to the image as well. If you want a copy then feel
free to personal message me and i would be happy to send you a copy.
