I'm making a site in which I have 25 full-size images (20-30KB each), but I
also need to create thumbnails. Is it better to resize those in Photoshop or to
just make a new symbol and put in the width I want within Flash? My thinking
was that the larger files are already in the library, so putting smaller files
in would make the library larger...but I'm not sure if that's how it would
relate to the size of the published swf file.

You are correct in that you can just scale down the image to create a
thumbnail. Your shockwave file will contain the image file once and every
instance of that image will be simply that - an instance, not a duplicate, and
thus your filesize will stay the same.
