How do I shift keyframes on all layers simultaneously?

I have created a Flash animation with many, many layers. I need to add a new
layer with keyframes at the very beginning of the animation that will require
me to shift the keyframes in every layer. How can I do this collectively so I
don't have to move the keyframes one layer at a time?
