| Use edit multiple frames.
Unlock all the layers you want to change, press the edit multiple layers
button (it's the button with two small blue squares right next to the frame
rate window), drag out the onion skin marker (it's the gray bar that appears
on top of the frame numbers on the timeline) so it encompasses all the
frames you want to edit. Next press the modify onion markers button (right
next to the edit multiple frames button. it's a square with a dot in it) and
select anchor onion. Then select everything that's on your stage that you
want to edit( just click and drag to select everything). Select the rotate
tool and rotate. That should do it.
