very, very new to Flash - need help

| Hi all.
I am extremely new to Flash and am trying to create an effect, but
dont know how. What I would like to do is use a .jpg that I have as a
background, then play a .mov file transparently on top of it, save all
that to a .swf so I can put in my html page. I know (or think so
anyway) how to actually write the html to run the .swf file in my
page, so that part I'm not so concerned about. I don't know how to do
the graphical part.
So there are several pieces of this I dont know how to do.
1) Make the .mov file I plan on using have a transparent background.
2) Play the .mov file on top of a .jpg file I already have.
Is that just done with layers or how. Remember, very new to this so
very explicit directions would be extremely helpful.
Any help would be most appreciated.
