Author Scrolling background

I am trying to make a Flash application with a feature similar to the one at
www.thebanmappingproject.com that allows items on the map to be centered when
they are clicked on, but the background scrolls as well with the item that is
brought to the center.

I am not sure the best approach to take, so if anyone could point me in the
right direction, I would really appreciate it
