Im trying to add a menu at the top of my web page which wen the mouse is moved
over, it will show a drop down menu and then each item will be highlighted as
the mouse moves over it.

is this all done via picures/jpegs? If so, wat tool is best to use?

There is a built in tool in DW called popup menu in the behaviours menu, but it
is very code heavy and very hard to edit after the fact. try here for better
ones:

Common
Forms
Frames
Head
Invisibles
Special

Do I have to add POPUP MENU somehow into DW?

No, its there in the Behaviours panel. Open it and click the + symbol. "Show PopUp Menu".....But REALLY you should use the Project seven one or some other one,. I learned that the hard way.

Is it a one off payment? The FourLevel one at $40 looks good to me, especially the Mariner view.

Any recommendations out of the two?

I was pointed at the Project Seven drop-down menus (Pop Menu Magic) and
couldn't be happier.

This article called "Suckerfish Dropdowns" might help if you want to do all the
coding yourself. It's not that difficult if you know a little CSS (trust me
when I say I knew very little CSS and got this to work alright).
