Dreamweaver - PDF's won't upload

I'm kind of new to using Dreamweaver so this could be a simple fix but I've
tried everything I can think of. I'm trying to link to a PDF which I've
dragged into the site folder, but when I upload the entire site, everything
uploads but the PDF, giving me an error, something about permission or access
denied.

When I preview the site in Dreamweaver, it works fine, all links are
correct--the PDF itself just won't upload. Can't figure it out. The page, if
you want to see the HTML, is:

http://jaredprattfamily.freewebsites.com/news.html (and the PDF is under the
"Off the Press" box at the bottom).

Make sure your host has pdfs as an allowable file type on their server.

The host does allow PDFs...any other options?

Do you have the PDF file you're trying to upload open on your computer when
you try to upload?
What application did you use to create the PDF?
