In the code on this website the content comes up very early on... how is that done? Is this site done in DW?

How is what done? If you mean load speed, it's reasonably well
optimized for a high-speed connection, and (way) on the high end of
acceptable for a 56K dialup:

Odds are not. And looking at the code, it's nothing to emulate.

this looks very much like it was done with DW using a lot of disjointed rollovers.

to create input forms like they have you will need to learn about PHP coding too (google a tutorial on that)

I'm just curious about what DW capabilities are and how far it can be taken
visually. I'm very new to all this... which must be obvious. When I said the
content comes up early I meant in the code view. Is it not better for search
engines to have the page content early in the code rather than lots of html
stuff? In the website I'm battling along with (not a shining example, I know)
there seems to be lots and lots of garble before the actual user's content
reads. http://d58873.u26.domaincentral.com...bal%20home.html

It is better to have the relevant keyworded text high on the page (i.e.,
early) and in proper semantic markup, rather than mixed in with the rest of
the content. The amount of HTML markup around it is rather unimportant.

It probably wasnt done with DW, but it probably could be done with DW. Not
100% but most.

Why not 100%?

One way to tidy the top of your code if it's that important to you, would be
to move the javascript to an external js file and link to it.
