Can someone please tell me how you can place text over the top of an image in Dreamweaver?
I have tried EVERYTHING.

- make the text part of the image in your image editing software

OR

- us layers and position one layer containing text on top of a layer
containing an image

OR

- create an object (div/TD/span/etc) containing text and then via CSS,
apply the image
to the object's background.
