well, i got it working (for now).
it appears the ftp settings in DW had something to do with it.

I went to Site ---> Manage Sites.

Then I clicked on the "Server Compatability button", I unchecked "use ftp
performance optimization, I checked "use alternative ftp move method".

So far, so good.

now its back to its old tricks again. I guess DW is just subsitute to a dedicated ftp client?
