(I am not using CSS and do not know how to use CSS)

I am interested in being able to do two things to my website:

1. I would like to be able to create a link so that when visitors click on it
they will jump down to the appropriate place on the page. I am not sure what
this is called exactly, so i was unable to look up how to do it.

2. I would like to create a pop-up window of sort, similar to those gray error
messages that come up when something needs to be debugged or when asked to show
non-secure items on a webpage. I would just like to create a simple one that
comes up and have "ok" to close it. (Not a pop-up window like we think when we
visit a site with advertisers)

I'll answer #1. What you need to do is to create a "Named Anchor" at the place
that you want to jump to. In DW8 this is on the Insert menu. Give it a name,
such as "Jump". Then just create a link in the usual way, but for the target
you link to the anchor by putting a "#" in front of the name that you just
created, e.g., "#Jump". That's all there is to it!

Something a user clicks on...or something that automatically appears when
the page loads?

Just for the record, you probably are using *some* CSS, if you're using
Dreamweaver..

in using just the "javascript:alert('Thanks for clicking this button');" i was able to achieve what i needed.

Well, that is a pop-up window. Doesn't matter what content you put on it, it's
still a popup window and if it opens when a page loads, it will be blocked by
most popup blockers.
Check out the Open Browser Window behaviour.

Actually, I'm not sure that's true. Those JavaScript messages are not the
same as browser popup windows.
