Author HTML Styles panel

I am doing a course that is based on MX and I have 8. Part of it is to create
HTMl styles so all the pages are the same, using HTML Styles panel. I can't
find this anywhere on 8 and can't find anything that appears to do the same
task.

If it does exist where can I find it, and if it doesn't then how do ensure
that all my pages have consistent formatting?
I appreciate any help anyone can give me.

HTML styles were long ago discontinued in DW in favour of using CSS for all
formatting.

If the instructor is having you learn HTML styles, demand your money
back. That's so 20th century...

You're on the right track asking how to give your pages consistent
formatting. But HTML Styles were discontinued in Dreamweaver because, which
is a good thing, because they were a "training wheels" type of feature.

You want to learn CSS. It's not hard to learn basic CSS for formatting text.
A basic tutorial on HTML, and another on CSS, will get you a long way, and
there are lots of good free ones on the web.
