Author Scrolling text box on a fixed page?

I am not too savvy with HTML at all. My original website was designed in
Fireworks using nothing but edited images and links. There was very little html
involved.

Now I am at a point to where what I would like to do is create a Scrolling box
to have my text viewed in. In other words, I want the links and images to stay
in their position while you can read the text and scroll through. I bought a
book on CSS and html, but I cant seem to find what I am looking for. Please
advise me as to whether or not there is a better way to do this or is this a
lost cause?
