Don't use .png files for images. Not all browsers support.
The above depends on you inputting the correct path to your
..jpg image in the ( )

You need to slice up the graphic and use the slices as background images;
I suggest you need to learn some basic html and css before going any
further. Good places to start: www.3schools.com

Good table tutorial which may help you get started:

PS: That image alone is way too big... add your content and someone will be
waiting forever for it to download.
