Does progressive video need a loader?

| Using Dreamweaver 8, I have sucessfully added flv videos with the supplied
encoder, and skins.
My question is: Do progressive videos need a loader?
Although I have DSL to check the site's performance (it takes about three
seconds before the video is available, during which there is a blank stage), I
wonder if people with slower connections will leave before the video arrives!
I can't find any tutorials covering this, and as the players are 'standalone'
elements, I am a bit confused.
