Layer Stacking Order / Z-index problem

I am using DW8. I have pages with pop-up menus created in Fireworks. I used
layers to place content on the pages. When I roll over the menus the pop-up is
under the page content. I can change that by changing the stacking order.
However, when I get the menus to work / display properly any links or form
fields within the content in the main layer will not come into focus. If I
change the stacking order of the main layer so that the form fields and links
are working - the menus don't display properly.

I hope that makes sense.

Any suggestions?
