Author Dreamweaver 3- Too old?

Hello. I'm learning and building a simple site....it's not my first....I know
a few basic rules....but still using Dreamweaver 3 in classic mode, on a mac,
in OS 10.3.9 ( panther ).
It shouldn't matter that I'm still using version 3 , because my sites are so
simple....right? But now that I'm trying to put rollovers in, the rollover
pallette just loads empty. When I choose "swap images" in the behavior
pallette, a dialoge box comes up that's missing most of the info that should be
there. It's empty except for three small buttons on the upper right.

Is this because I'm using such an old version? It's difficult to believe,
because everything else I've used in version 3 works fine.

Any thoughts would be much appreciated !

Page is too wide, and I'd suggest a "hint" of colour, too.
Looks good, though.
