In DW MX cannot insert <br> after insatlling contribute

I use dreamwaver MX to manage several sites.
And have just installed contribute 3 to manage just one site.

Since installing I cannot insert a <br> on any page in any site, either from
the shortcut keys or from the menu. It comes up with the error

'Making this change would require changing code that is locked by a template
or a translator. this change will be discarded'

enter works to put a hard return but not shift return.

I can type in <br> in the code view.
So far I havn't found any other errors.

Any ideas?
