Dreamweaver - frame within frames and scrolling problems

i have constructed a site which is a frameset within a frameset within an
iframe - don't ask!! it needs to be this way so the bottom level frames can be
on a clients webspace so he can update them without touching the rest of the
site or being able too. i know there are package like contribute but it's been
done this way. the only thing is his pages have scroll bars horizontally and
they should only be vertical - it looks right in firefox but not in explorer,
can anyone help fix this, the site is at:
